Pop a mixing bowl in your freezer for about 10 minutes before starting.
In another bowl, add 2 tsp cold water and gelatin, stirring well. Add 3 tbsp boiling water and keep stirring until all the gelatin is dissolved, this should take about 5 minutes.
Cool until slightly warmer than room temperature. In chilled bowl, add ice water and the powdered milk.
Using a beater, beat on high until the milk begins to form peaks in the bowl, then add sugar. Continue beating, then add vegetable oil and the gelatin mixture.
Freeze for 15-20 minutes, then store in refrigerator.
