Oatmeal Doggie Cookies

3 cups whole wheat flour
3 cups uncooked oatmeal
1/2 cup wheat germ
5 tablespoons margarine
1/4 cup plain molasses
1 cup evaporated milk
1 cup water

Preheat oven to 300°F

In large bowl, combine flour, oatmeal and wheat germ. Then add remaining ingredients, mixing well until ingredients are distrubuted evenly throughout. You can add up to one additional tablespoon of margarine if neccessary. Chill for half an hour to an hour, then roll into balls (about one teaspoon per ball) and place on a greased or non-stick cookie sheet. Flatten with your hand or a fork, then bake for one hour.
